What would make Toyota Prius brakes squeal at low speed, when there is plenty of brake pad left?

2004 Prius, high miles. Brake squeal at low speeds. It's intermittent: 'squee-squee-squee' as you come to a stop, every time. Pulled the wheel and the brake pads look dang new! Pulled the caliper and it's working fine too. What's the dilly?
Two suggestions:
Sometimes there is rust on the rotors. The Prius friction brakes may not get used enough to keep off the rust in rust-belt areas. The usual way to cure this is to get up to about 40 mph, put the Prius in neutral and brake
