help! how can i get 400hp out of a 70's 4 bolt main 350 chevy?

i have a chevy truck block (350) that i bought for a winter time fixer upper that i was wishing to get 400 or more hp out of it. upon tear down i found a bent push rod and a burnt out cam and on that note i decided to make it a street motor for a 76 Chevy
First thing is a pair of 062 casting Vortec heads and a felpro 1094 head gasket to tighten up the quench. The 1.6 rockers are only helping you because you have a factory cam. Otherwise, on the exhaust side, they will hurt idle vacuume and low RPM torque.
