What is a solution for drinking and driving?

I've been wondering this for a while, ever since my friend died in a drinking and driving collision.

I'm not looking for a solution, but a way to lower / decrease the number of drunk roadway users.

I specialized in DUI/Reckless Homicides for 10 years, and never figured out a solution. Being highly visible, and aggressive did seem to have somewhat of an impact.
